As the title says the context menu does not appear when a ship is selected and a Question Mark (undiscovered station) is pointed at. This is most probably a bug because this way it is impossible to tell the ship to fly to that station so it can be revealed.

I'm pretty sure it's intentional that you can't give ships orders to do things with unknown stations and objects.
