[7.0 b3] Excessive number of miners spawned in deep space from encounters mechanism

There are no less than 7 large miners, 1 medium miner, and 1 small miner that spawned suddenly in a single spot of deep space that had no resources at all nearby, as part of the "encounters" mechanism. This seems rather excessive. You can see them around the ship I am on in the attached save.
