NPC Can't Attack Partial Xenon Station

In 6x you could order an attack on a Xenon station that is a build in progress. In 7 Beta 1 the NPC responds with "Waiting for Orders" after failing to attack the station.

I played for 4 hours and no new station attempts for testing, but I've seen various other posts for the same subject with saves, so hopefully those will show the issue. I will post one as soon as it occurs.

Nodan near partially built Xenon station. Order pilot to attack station and seconds later he is "awaiting orders".

Loading the save, and ordering the Nodan to attack the Xenon Defense Platform Construction Site, the Nodan attacks the site just fine.

Can you try to reproduce the issue in a future build?
