CTD X4 vanilla.
I start the game. Steam initialises then I get a window telling me that X4 has encountered a problem and has to close.
I have deleted, rebooted, reinstalled X4, rebooted. No difference
I have updated to the latest graphics drivers, rebooted. No difference.
I ran as Administrator. No difference.
I disabled my antivirus/internet security. No difference.

I started this build in 1999 and upgraded it to play the X games as they were released.

I have found the solution to my problem.
I used to have an AMD card in the past before I upgraded to NVidia, which apparently left an old vulkan file on my computer. The message I got after running vulkaninfo from the command prompt was "C:\WINDOWS\System32\amd-vulkan64.json does not have an 'api_version' field".
I removed the file "amd-vulkan64.json" and my game booted up and so far has worked perfectly.
