Understanding the Terraforming Progress GUI

I just finished my 8th ice dump in the Boron terraforming quest, and suddenly the salination step started up and jumpstarting the ocean currents became possible:

I thought both of those required two green squares for humidity, but I've got only one. Shouldn't I need another ice run to push the humidity up higher?

The squares show the range of values which can trigger effects, or permit terraforming projects to proceed. In the case of Salinisation the conditions are that Salinity is either blue or green, and Humidity is either 1 green square or 2.
