I know, it's all about football, I mean: ships. And galactic domination.

In reality (even fantasy reality) civilian economies are obviously much bigger than military ones just for the virtue of supporting them. This does not exists in the game at all (never really existed in the series).

So.

Maybe there needs to be a civilian economy, both 'space-based' (stations, not necessarily with a new models) and planetary ones (accessible through either specialised stations or just trade ones). That means: particular goods serving only (or mostly) civilian purposes in which producing/trading player can invest (and other entities must anyway to sustain their population). Booze, drugs, bread and aspirin for everybody (inlcuding humans/reptilians,fishes and insectoids alike which is just ridiculous) is not enough to sustain a population.

In the previous games there was hint for this (there were civilian/double-use wares) though marginal.

This may (and should) have serious impact on the game and gameplay style including possibility of creating *real* and not artificial crisis, which resolution would involve the 'Think' part. Not just Asgard button. This also would allow to emphasise cultural and biological differences between 'races' far beyond 'water for Borons' or platinum (I mean: nvidium) for jewelery.

This is in the potential scope proposition from mod size up to full blown expansion/dlc. The investment in terraforming, which is now just 'resource and click' playstyle would have finally *a meaning* and an impact.
